Assignment Title: Consultancy Services for Pre-Design and Bidding Documents Preparation

Reference No. (as per Procurement Plan): TF-03/2018

The Borrower has received financing from the World Bank toward the cost of the Transparent Power Market Project, and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include the provision to the project beneficiary, the State Enterprise Moldelectrica, which is the national Transmission System Operator (TSO), with preliminary designs and tender documents for the domestic transmission system reinforcements consisting of construction of a new 400kV OHVL Vulcanesti – Chisinau and upgrading of two high-voltage Substations at Vulcanesti and Chisinau. The Contract is expected to be signed in January 2019. The period of execution of the contract is estimated at 8 months.  

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Moldova Energy Projects Implementation Unit (MEPIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are: Experience in design, construction, supervision, and commissioning of overhead transmission lines, power substations, protection and control system for substations of 220 kV and above (at least one contract); Engineering and construction experience/supervision within last five years of successfully implemented transmission lines, power substations, protection and control system for substations of 220 kV and above (at least one contract); Experience in preparation of bidding documents per World Bank procurement rules and practices or other IFI’s procurement rules and practices, having prepared tender documents in power transmission projects or similar, and at least five years’ experience in energy sector Consultancy. Key Experts will not be evaluated at the selection stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised November 2017) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.
