Power System Development Project (PSDP)

Project Development Objective: increasing capacity and improve reliability of the power transmission system in Moldova.

Project beneficiaries:

All electricity consumers in Moldova connected (directly or indirectly) to the power transmission system.

SOE ”Moldelectrica” and other sector stakeholders in Moldova. SOE ”Moldelectrica” will benefit from improved operational efficiency and reduction of transmission losses due to better grid management systems and capacity strengthening. Financial benefits will also accrue from a reduction of operating costs due to improved infrastructure and potential ability to engage in regional power trade. SOE ”Moldelectrica” will benefit from capacity strengthening and technical assistance to carry out their mandates to implement regional power trade.

Project components:

Component 1. Construction of Vulcanesti-Chisinau OHTL, including the following:

  • Construction of approximately 158 km of 400kV Vulcanesti-Chisinau single circuit OHTL; and
  • Support through provision of consulting services for purposes of supervision of Components 1 and 2 of the project.

Component 2. Extension of two substations, including the following:

  • Upgrade of 330 kV Chisinau substation; and
  • Extension of 400 kV Vulcanesti substation.

Component 3. Strengthening of power dispatch and metering system, including the following:

  • Upgrade of SOE Moldelectrica`s Supervisory Control and Data Acquisition System/Energy Management System (SCADA/EMS);
  • Upgrade of the SOE Moldelectrica`s Meter Management System (MMS);
  • Construction of a new headquarters (HQ) building for SOE ”Moldelectrica”, including a Central Dispatch Center (CDC); and
  • Development of technical specifications for SCADA/EMS and MMS.

Component 4. Technical Assistance and Project Management, including the following:

  • Support to MEPIU for Project management activities and Operating Costs, including provision of consulting services;
  • Support to SOE ”Moldelectrica” and MEPIU through the carrying out of Trainings;
  • Carrying out an environmental audit of polychlorinated biphenyl (PCB) at Vulcanesti substation site; and
  • Carrying out project audits.
