The Republic of Moldova has received financing in the amount of EURO 61.0 million from the World Bank toward the cost of the Power System Development Project (PSDP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. 

The project will include the following components:

Component 1: Construction of 400 kV Vulcanesti-Chisinau overhead high voltage line. This component shall include the financing of the domestic transmission network reinforcement to enable the effective operation of cross-border interconnection between Moldova and Romania. Specifically, it will finance the construction of a new 400 kV Vulcanesti-Chisinau single circuit overhead high voltage transmission line (OHTL) (approximately 158 km). The new 400 kV Vulcanesti‐Chisinau line is necessary to satisfy the N‐1 contingency criteria, but also enable stable operation of the BtB station, which will be constructed in the same period with the line, within another project financed by IFIs. Also, this component will finance the selection of a Technical Supervisor Consultant (firm) that will help Moldova Energy Projects Implementation Unit (MEPIU) and the State Enterprise Moldelectrica (SE Moldelectrica - final Beneficiary) with works supervision during implementation of activities of Components 1 and 2 of the project. 

Component 2: Extension of two existing substations. This component will focus on (i) upgrade of 330 kV Chisinau substation and (ii) extension of 400 kV Vulcanesti substation. The upgrade and extension of the two existing substations (SSs) at Vulcanesti and Chisinau are necessary to accommodate the new 400 kV OHTL. To allow the connection of the new 400 kV level, three (plus one spare) single-phase 400/330 kV auto-transformers with an installed capacity of 210 MVA each (630 MVA in total) will be necessary to be installed within the existing Chisinau substation area. A new 400 kV bay, 330 kV bus bar extension, 400/330 kV switchgears, and control and protection devices will be also installed in the Chisinau SS. Since Vulcanesti SS has 400 kV voltage level, the modification is smaller compared with Chisinau SS. New 400 kV bay with associated switchgears will be installed in a vacant space within the Vulcanesti substation area. 

Component 3: Strengthening power dispatch and metering system. This component shall include the financing of (i) upgrade of current SE Moldelectrica’s Supervisory Control and Data Acquisition/Energy Management System (SCADA/EMS); (ii) upgrade of SE Moldelectrica’s Metering Management System (MMS), and (iii) consulting services for developing technical specifications for SCADA/EMS and MMS.

Component 4: Technical Assistance and Project management. This component will include: (i) consulting services for Environmental Audit of PCB historically polluted site at Vulcanesti Substation; (ii) Capacity building and training to SE Moldelectrica and MEPIU; and (iii) Project audit (preparation of annual audit reports on financial statements of the Project’s and SE Moldelectrica’s accounts). 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, MEPIU’s and SE Moldelectrica’s websites and in Logos-Press, a newspaper of national circulation in the Republic of Moldova.
