The Republic of Moldova has received financing from the World Bank (WB) toward the cost of the Second District Heating Efficiency Improvement Project, and intends to apply part of the proceeds for consulting services. 
The consulting services (“the Services”) include preparation of a Feasibility Study for new high-efficiency heat and power generation facilities for Termoelectrica S.A. – for construction of a new Combined Heat and Power Plant (CHP) and complementary facilities in Chisinau, Republic of Moldova. The new high-efficiency CHP will be the main heat and power source in Chisinau for the coming decades, supplying heat to the district heating system that provides heat and hot water to circa 500 000 people, and electricity to the national power grid. The new CHP will play an important role in the energy security of the country.
The Feasibility Study shall identify and analyze the viability of different alternatives for the new long-term CHP and complementary facilities and recommend the most feasible alternative for implementation. As part of the Feasibility Study, the Consultant shall prepare energy, technical, economic and financial models, in line with the investment strategy, covering a period of 10 years, that shall be proposed by the Consultant. The WB’s environmental, social and procurement policies and procedures shall be taken into account, when identifying the investments that best fit within the scope of the future Project for construction of the new CHP and complementary facilities.
The assignment is expected to start during the second quarter of year 2023. The expected duration of the assignment is about 8 (eight) months, including approval of deliverables and making the final payment to the Consultant.

The Moldova Energy Projects Implementation Unit (MEPIU, the “Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are: 
General experience and mainly the core activity and the administrative strength, technical and managerial capability of the firm;
Interested consultancy firms should be in the consulting business for not less than the last 10 years prior to deadline for submission of interests. The Expression of Interest should include track record and proven expertise in providing services for complex and large-scale energy systems/facilities;
Successful delivery of minimum two (2) similar nature, complexity and sized assignments for energy facilities of similar nature and complexity, undertaken within the last seven (7) years;  
The Consultants should demonstrate availability of the key experts for the performance of the services described in the TOR. Note: Key Experts will not be evaluated at the shortlisting stage.
ISO 9001, ISO 14001, ISO 45001 certification is required.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
